Abstract


Operational risk and credit risk, market risk, and known as the three major commercial banks risk. In recent years, due to the frequent cases of commercial banks operating risk caused to the bank and the community caused great harm. The reason for this is mainly due to: 1) domestic theory and banking sectors concerned about operational risk, study time late, its not comprehensive, in-depth cognitive; 2) domestic commercial bank operational risk management is still in its infancy both management framework management tools and technologies are lagging behind, the risk prevention capability is limited. For these reasons, the authors believe that: at this stage of the domestic commercial banks operational risk issues to discuss in depth with strong practical significance. Commercial banks operational risk management guidelines released by the China Banking Regulatory Commission in May 2007, the definition of the domestic commercial banks operating risk, operational risk refers to by the inadequate or failed internal procedures, employees and information technology systems, as well as the risk of loss caused by external events. Start from the basic theory of the operational risk of commercial banks, the definition of operational risk, credit risk and market risk, the similarities and differences, measurement, management significance; same time, learn the statistical analysis of the results of domestic scholars operational risk events on domestic commercial manifestation of the operational risk of the bank, the characteristics described, triggering the causes of operational risk in terms of people, systems, processes, management and systems to explore. In addition, the introduction of foreign banking operational risk management development course, management techniques and means to provide useful lessons for the domestic commercial banks to make operational risk management. Finally, operational risk management concept of improving the domestic commercial banks, namely 1) science building in the commercial banks' internal risk management framework: a clear management body and the division of responsibilities, the development of appropriate operational risk management strategy, and clear operational risk management processes, and strengthen operations risk management infrastructure and environmental construction; 2) Select the appropriate operational risk management strategy: including creating a healthy corporate culture, establish a scientific management system, the development of appropriate operational risk management planning, good quantitative management foundation, strengthen system of binding, the use of insurance and other risk mitigation techniques, appropriate information disclosure to enhance shareholders supervision.
