Abstract

Coal as a resource-based products, in a very important position in the world's energy consumption. Shanxi as China's coal-producing province and the largest coal export province, annual coal exports accounted for almost 50% of the country. In 2000 the country exported 58.84 million tons of coal in Shanxi coal exports of 32 million tons, accounting for 54.3% of the country's total coal exports. 2003 Shanxi exported 43.78 million tons of coal, accounting for 46.6% of the total national exports. Coal export tax rebate was canceled by the state in 2006, the national coal exports of 63.3 million tons, a year-on-year decrease of 8.37 million tons, the Shanxi coal exports fell to 26.85 million tons, but still accounted for more than 40% of the country's total coal exports. With the massive exports of coal, Shanxi get a certain amount of foreign exchange earnings, but the economic benefits of the Shanxi coal export trade is not high: the Shanxi coal export earnings rate 0.46 percentage points below the national average in recent years; while Shanxi coal exports exchange costs than the national average of $ 2, and presents the trend of the development of instability; overexploitation of coal caused by the deterioration of the ecological environment of the Shanxi; low level of deep processing of coal, low-value-added industry chain is short ... and so on. Currently, not many domestic and foreign scholars for the study of the economic benefits of resource products, most of them concentrated in the amend aspects of the analysis of the factors affecting the changes in export economic benefits as well as the economic benefits of foreign trade index system, the selected objects are basically all export commodities, few studies on the economic efficiency of resource products on certain research methods are mostly focused on qualitative analysis. This article is based on this situation Shanxi coal export trade economic benefits analysis, I hope to be able to provide some new ideas for the development of the coal industry in Shanxi. The Shanxi coal export trade low economic efficiency of this situation, the paper first start from the the Shanxi coal export trade development status, analysis of the coal export and Shanxi industrial structure relationship established evaluation index system of the economic benefits of coal exports. The establishment of the index system, this paper explores the new, more reasonable evaluation indicators of the economic benefits of coal exports, mathematical statistics method for quantitative analysis of the indicators of Shanxi's coal exports. On this basis, in order to improve the economic efficiency of the Shanxi coal export trade, the paper put forward three proposals and the implementation of measures: (1) to accelerate the reform of the coal price mechanism; (2) the flexibility to adjust the coal import and export policies; (3) extend the coal industry chain, and take the road of sustainable development of the coal industry.
