Abstract


Earned Value Management is a kind of measuring technique to evaluate project performance. With Earned Value, it can appraise project performance in terms of both cost and schedule and combine cost management with progress management. Meanwhile, it is also in control of cost and schedule that could make the corporation to perform scientific management.Starting with the fact that DT Mobile is lack of efficiently concentration supervisory control and management on project schedule and cost, the concept Earned Value Management (EVM) has been introduced into project management. It aimed to investigate the applications of EVM in DT Mobile’s projects and establish an EVM system suitable to DT Mobile within the corporation’s current management processes.This article begins with the origin and the development of the Earned Value Management. Through the Earned Value basic principles and methods described in detail, it is at great length discussed that how to compute project progress variance with the three basic indexes such as PV, AC and EV, and also how to obtain Forecast Cost at Completion and Estimate Completion Date.The status and problems of DT Mobile’s current project cost and schedule management are introduced in Chapter Three. And also the benefits of application EVM are analyzed in this Chapter.It is elaborated that how to establish the Earned Value Management System of DT Mobile in Chapter Four. Firstly, it is necessary to make a baseline plan in order to perform EV management. Apart from designing a baseline plan, it is also essential to track the schedule regularly and obtain AC and EV data, and these data are used to execute variance and forecasting analysis. Furthermore, project controlling is an indispensable part of project management because even the most perfect plan cannot always guarantee the project going well. If the project progress deviates from the plan, not only to analyze the causes will be necessary, but also to take steps to correct the deviation. And this case will be involved in the adjustment of project scope, schedule and budget. A new baseline plan will put into use as a new base to measure the progress of the project once the adjustment is approved by the leadership.Taking Micro NodeB project of DT Mobile for example, the situation of application Earned Value Management is stated in detail in Chapter Five. The deviation of the project progress is analyzed and predicted, and the corrective recommendations are proposed. This may provide effective experience and help to other projects of DT Mobile which also perform Earned Value Management.
