Since the reform and opening up , China has established a large number of development zones in the provinces . Development Zone made ??tremendous achievements attracting worldwide attention , there have a lot of problems , such as the industrial structure is identical to the function of a single model , serious overlapping, competitiveness is not strong , and so on . The fundamental reason , or is unable to rely on own resources with its own unique breed of industrial clusters , industrial space gathering failed to form industrial clusters in the true sense . However, despite the theory and practice have proved that the theory of industrial clusters is to promote the economic development of a new way of thinking , but corporate and government awareness of industrial clusters still stay in a more elementary level , especially for government in promoting the development zone industrial clusters the development process should be the role of this issue has been debated . Therefore , in order to better understand the role of government in industrial clusters , this article attempts to manage the economy from the theory of industrial clusters and government and public management perspective , combined with the different stages of development of industrial clusters to analyze industry cluster development process in the zone in the roles and functions of position and put forward countermeasures and suggestions of how the Shanghai Municipal Government to further play a role in the development Zone, the development of industrial clusters .
