Abstract


With the advent of the development of information technology, there are multiple electronic records in the course of the Government and corporation affairs. How to manage a great number of electronic data has been an exploratory subject in the field of archive. The Archive Bureau of Dali and other departments archives in municipal organs, villages, towns, and even the Archive Bureau didn’t have capability to handle the electronic files regularly. To solve this situation, The Archive Bureau of Dali decided to develop electronic files management system software independently management style, and realize the management of the municipal archives electronic records on the various organs.This article tried to discuss two points: electronic file and formation of electronic archives management. With combination of Dali electronic archives management, administer developed a simple, economic, and applied management system software, which according to combine electronic file archives management process with paper mass archives management phase convergence. It is considered the technique characteristics and utilization of electronic archives management and future scalability, Microsoft. NET platform framework is a good choice, based on Asp.net C# language. The system runs under the network environment which using Microsoft SQL Server 2000 database as the back-end database management platform, enabling management of electronic records management systems data.It was formed by four modules: data processing, loan utilization, data management, and systems maintenance. The system achieved standardized management of electronic files, and also embodied the following three characteristics:1、To realize the linkage of management of electronic files and paper file;2、To ensure the authenticity of electronic files, preventing the overwrite operation on electronic files, changing the electronic files into PDF;3、To optimize the data in the database to minimize data. Through this system, digital work might have reduced paper files, and archives of electronic files received, promote star compliance work, strengthening the standardized management of electronic files.
