Abstract


With the development of the reform, China has made a rapid progress in economy, politics and culture during 30 years; meanwhile, the social structure of China has been changing tremendously:the appearance of new social strata, the growth of non-government organization as well as the cultivation and rise of citizen society which are all laying good foundations for flourishing of Chinese citizen society. Currently, there is a phenomenon that concern grows when Chinese leagues develops briskly----that is the development of Chinese citizen society which reflects the public character and value layer, showing cohesion, acceptance, sence of belonging and public welfare.The paper focus on HuiLongguan Super League, trying to adopt the case study method, content analysis, participant observation method and interviewing method to make analysis on this phenomenon at an angle of citizen society.The paper arrives at the following review:1. HuiLongguan Super League is on the foundation of arising of citizen community、HuiLongguan community construction and with the help of HuiLongguan community net plus town government as well as non-government type sports.2.As a new social phenomenon and important community public welfare oragnization, typical HuiLongguan Super League is non-governmental in activities, unofficial in its members’behavors, non-administrative in its and form of oragnization and function mode and democratic plus equal in its development.3. The organization structure of Huiguan is layers method, which is human type organization,simply-composition and non- normalized, and the game motivations are interest-attraction, individualistic motivation and base on public welfare. The key to success is the widely participation, and participants are the true main part who are the motivity of the development of HuiLongguan Super League.4. The operating mechanism of HuiLongguan Super League is: making use of innovative operating mode relying on the internet to make the conception of public welfare slowly filtering into people’s minds. Thereby to build an independent, autonomous, unsuspecting and benign mechanism.5. Supporting mobilization of additional resources of Huiguan adopts the methods of institutionalization, scale and public welfare to realize the combination of internet supporting mobilization of additional resources and real ones. Its core values are innovation and participation.What’s more, the paper discusses the organizing and operating plight of Huiguan in aspect of social system and inner operation. However, how to promote a great deal of overlarge community resorting to the influence of development of citizen society on sports and urbanization, pushing forward community sports further are still under study.Therefore, there are focus and difficulty need to be delved: Firstly, how to make sports return to essence to promote the development of non-government sports.Secondly, how to urge commercial operation as a kind of life style in non-governmental sports.
