Abstract


More than 30 years of reform and opening up , China's economic construction as the center , to achieve rapid economic growth . But overlooked in the development process of a comprehensive social development , social management and public services were lagging behind the pace of development of the economy , the party and the state to build a service-oriented government in the new stage of development goals . Build a service-oriented government , we must transform government functions , and more emphasis on public service , establish a sound and fair and equitable benefit all, sustainable development of the public service system , promote the equalization of basic public services . The basic ecological environmental services equalization is the most basic and the most important elements in the equalization of basic public services . As we all know , the right to life is the most basic human rights , human to survive first before development , and the survival of humanity can not be separated from the air, water , and other basic elements of the environment , safe and healthy environment for human survival . The inherent properties of the ecological environment determines the need for government intervention , the government is the main provider of basic ecological environment of basic ecological environmental services , but there are obvious imbalance , most prominently in the city and the eastern part of the residents to enjoy basic ecological environmental services much better than the residents of rural and western regions . Non - equalization of basic ecological environment service real environmental injustice , this injustice mainly reflected in both form and substance . Environmental rights of every citizen of the one hand , national legislation does not equal protection , due to the lack of safety , health and ecological environment , the environment of the citizens of the most basic interests can not be guaranteed , survival is threatened ; On the other hand , the economic development imbalances lead to basic ecological environment The serious shortage of supply . To achieve the equalization of basic ecological environmental services , not only to improve the existing legislative system in China , so that every citizen equal environmental rights are universal protection , we must improve our existing public services financial system , increase financial transfer payments financial capacity to protect all levels of government to provide basic services of the ecological environment .
