Abstract

Under the market economic system , the government and market regulation are complementary and indispensable : the enterprise market profits under the regulation of the market mechanism , development and expansion ; government is to provide the rules of fair competition in the market , to ensure that individuals receive equal treatment in the market mechanism . Once one of the above two failures, is likely to lead to a crisis . This raised the following questions : how to play in the market, its reasonable influence the extent to which its market monitoring is a reasonable and effective in the event of a crisis , the government should as how can both to maintain the vitality of the market itself , but also to suppress the market due to the excessive freedom toward the possibility of out-of-control , and ultimately achieve truly maintain market justice purpose . This paper reviews the combing of the 1929 financial crisis , the 1997 Asian financial crisis and the global financial crisis in 2008 , three times of crisis, the historical reality , analysis and comparison of the various crises of the measures taken by the government and its management characteristics , through the discussion of theoretical and empirical analysis proposed that the government should maintain a fair premise , remain rational , and take a combination of the normal management of emergency management means to prevent the occurrence of the crisis through the normal management to minimize the impact of the crisis through emergency management .
