Abstract


An important manifestation of corruption as rent-seeking behavior , prevalent in various countries of the world . In China, with the deepening of China's socialist economic system reform , corruption as a cancer has spread to all aspects of life in our society , in government , civil society, corruption exists in every society corner . Although our party and the government continue to carry out various forms of anti-corruption action of punishing corruption , but received little effect , and is not fundamental to suppress corruption . Hong Kong as a Special Administrative Region of China , the construction of the anti-corruption campaign has made a huge success , and all of this is inextricably linked with the ICAC . Independent Commission Against Corruption (ICAC) since its inception in 1973 , the development of the Hong Kong society has played an irreplaceable role , in particular, have made ??outstanding contributions in the fight against corruption . With Hong Kong as a cosmopolitan city and a major financial center , the corrupt practices are becoming increasingly complex and diverse , coupled with the rise to the development of information technology -based concept of \the criminals can take advantage of a variety of advanced communication , planning , and a variety of criminal plans . Even so, the Independent Commission Against Corruption (ICAC) is still Hong Kong 's social and economic development of its unique organization and efficient work efficiency has made outstanding contributions. In this paper, a more in-depth study of the organizational structure and operation mechanism of the Hong Kong Independent Commission Against Corruption (ICAC) . This paper is divided into three parts . The first chapter , the background of the establishment of the Independent Commission Against Corruption (ICAC) analysis , more profound expose the reasons for the establishment of the Hong Kong Independent Commission Against Corruption (ICAC) . The second chapter reveals the reasons for the success of the Independent Commission Against Corruption (ICAC) , through its own organizational structure of the Independent Commission Against Corruption (ICAC) system and operation mechanism , as well as the achievements made by the Independent Commission Against Corruption (ICAC) . Chapter , through the analysis of the causes of the Independent Commission Against Corruption (ICAC) to obtain , for the construction of the Anti-Corruption Bureau , one of China 's main anti-corruption agency to make recommendations accordingly . The purpose of the writing of this article is to analyze the reasons for the success of the Independent Commission Against Corruption , for at this stage of the construction of the Anti-Corruption Bureau to present their views and recommendations .
