Abstract


Since the State promulgated "reform and development program of china’s high education" in 1993, the reform of high education system has experienced 10 years of rapid development and achieved gratifying results.Meanwhile, behind the remarkable achievements, some problems have revealed due to the rapid expansion of high education institutions. Power corruption of rear service in high education institutions is to be the first to be affected. This problem has been the obstacle during high education institutions’development.Power constraint is an important part of anti-corruption system. To solve the problem of rear service in high education institution, Anti-corruption system should begin with power constrain in the fields of leadership system, organizational system and supervision system. The key point to deal with the contradiction between power operation and corruption is to establish and improve all sorts of systems in high education institutions and to settle the problem of power constrain in the system way.Using Marxist theory of public power and administrative theory, the paper proposes the overall plan, structure and specific ways of how to prevent and cure power corruption in rear service of high education institutions. Combining current situation of the development of high education institutions during a particular period, the paper analyzes the following aspects in-depth:ethics, institutional factors and the mode of supervision, etc. Meanwhile, using corruption cases of rear service in high education institutions in recent 3 years, suggestions of how to prevent and cure corruptions in area of service rear in high education institutions are put forward. Advice and suggestions are also offered in the paper.This paper includes four parts:Part one, introduction part. This part is mainly about the research backgrounds purpose and its significance. Definitions of relevant concepts and research scope, research methods and framework of the paper are also mentioned in this part.Part two.In this part, using corruption cases of rear service in high education institutions in recent 3 years, main features and specific form of rear service corruption in high education institutions are summed up, on the basis of in-depth analysis.Part three. From the aspects of institutional establishment, supervision mechanisms and ideological education, main reasons of why corruption problem of rear service in high education institutions exists are given.Part four. By establishing scientific mechanism of power constrain, specific suggestions are given to prevent and control the rear service corruption in high education institutions.
