Abstract


With higher education shifting from "elite" model to the "popular" model, the scale of higher education expands rapidly. Many universities have entered the ranks of accommodating tens of thousands of students. As the higher education integrated with the demand of the market, the model for running university is developing towards the tendency of detailed-subjects, interdiscipline and multi-level to meet the need of diversified talents in higher education. Such swelling-like development brings challenges as well as opportunities. The teaching and learning managing system inherited from last century can’t ensure the efficient running of universities’teaching and learning managing. How to improve the efficiency of running a university and the reform of managing system in university have become a hot issue and strengthening the managing system and cooperation between the university and college has been a difficult issue as well as a hot one.The essay makes a research of teaching and learning managing system between university and college and explains the connotation of it. The author also analyses its contents and necessity of the research and then makes a survey of its common features and personal characters by analyzing the university-college two tier managing system such as America and Britain and makes a comparison of the status quo and existing problems aiming at offering new ideas and practical theory and scientific methods for the practice of it and scientific foundation of it so as to solve the difficulties in university teaching and learning management and provide suggestion for the development of higher education teaching and learning management.
