Abstract


Medical security system is an important part of the social security system , established by the government-led , to raise funds through individual , collective and national multi-channel , used to protect and improve population health , health care, prevention and care activities expenditure system general established by the government in order to ensure the health of citizens , to resist disease risk in the population , compensate citizens caused economic losses due to illness and a social security , is also one of the important responsibilities of the modern democratic state government . This article expand the analysis and demonstration through the five parts of the government responsibility in the medical insurance system : Introduction section explains the background and significance of the research , literature review, research methods and direction . The first chapter deals with the medical insurance system , discuss three aspects of the basic theory of government responsibility , from the legitimacy of government responsibility , to achieve , and the limits of government responsibility . The second chapter of the comparative analysis of the medical security system in developed countries in the form of government responsibility , the responsibility of the medical insurance system of common law and civil law countries the government summed up the beneficial enlightenment to China . Chapter through both performance and the reasons for the lack of government responsibility in the medical insurance system in China , the status quo of China's current medical insurance system , the lack of government responsibility for detailed analysis. Chapter reconstruction of government responsibility in the medical insurance system in China , from perfect two basic systems and enforcement mechanisms to find ways and means to solve the lack of government responsibility . Entering a critical period of adjustment in the current reform and opening up , reform of the medical insurance system is as important to the social security system and the fundamental reform , sustained and healthy development of decisive significance for the just and equitable society in China and further higher level of development . Through the analysis of government responsibility in the medical security system , on the one hand, clearly the problem of the medical security system , on the other hand high for the government to establish a fair , wide coverage , universal health care system to provide a theoretical reference .
