Abstract


In 2003,the“SARS”event triggered the administration accountability system because of two dignitaries at provincial and ministerial level by the central government , then, the mechanism of administrative accountability became the hot topic in the development of the democratic accountability and the reforming of the administrative system in our country. In recent years, our administrative accountability system has made great progress, which is reflected by the central party and government organs and local government, they have issued a series of statutes, measures and regulations on administrative accountability; some officials have been accountable because of the implementation of the administration accountability system is an important guarantee of the responsibility government construction, it’s not only an important theoretical problem but also a social practice. It can strengthen the government and civil the relation between power and responsibility and it also can promoted the building of the responsibility government and to realized the surveillance and restriction to the administrative power.The administrative accountability system has primarily emerged, further improvement of the system itself and the system’s effective implement action should be ensured through a number of conditions. The main application of this paper is the theory of administrative accountability, in full discussion, it has analyzed the obstacles of the implementation, and it stressed that Chinese administrative system of accountability cannot be established without Chinese specific national conditions. According to the experience of the implementation of administrative in Western developed countries, this paper point out that there are many problems during the implementation process in China, such as the subject of asking the responsibility is not clear、the effectiveness of the system is not strong and so on. This paper nails down the aim of the mechanism of administrative accountability is to establish the responsible government to serve the people and to answer for the people, in my studies, the countermeasure is conceived, such as create the culture of accountability; remove the obstacle to establish the system; concept and extended the subjects of accountability and so on.
