Abstract


As the Government's investment capacity and borrowing capacity by the economic crisis , a huge deficit and debt crisis, the government had to cut back funding for infrastructure projects . In this double pressure, some countries , especially developing countries began to seek other investment and financing and the Way . In infrastructure projects funding constraints, construction management tasks are arduous circumstances, the construction unit to explore various forms of investment, construction and management mode, in which BT model , in recent years, the more popular items in the international investment and financing mode as a . BT mode in foreign road construction projects have been started and rapidly growing application , showing its infrastructure the significant role , at the same time and inevitably there are some flaws . In this paper, project finance theory, risk analysis theory, economic theory is scientific evidence and guidance , closely around the BT financing mode operation of the process and risk factors in order to BT project financing model based on the concepts and theories using empirical research and normative research phase combination of methods on Foreign construction project financing model BT -depth study . Loaning BT model compared with the difference between contracting , and from the scope of use, revenue requirements , risk , bear the main , investors , sources of funding and infrastructure efficiency analysis of the seven aspects of the BT mode and other modes of project financing similarities and differences point to arrive at the BT model is of foreign financing highway construction project in the best combinations. Secondly , this paper analyzes the various stages of the BT model works and there is a risk , and country risk , financing risk, credit risk and other risks detailed analysis of the main ; Finally, Cambodia, China U- 57 highway construction loans BT project as an example for empirical analysis , summarized the BT financing problems in practice for the future to continue to use BT 's external financing construction of road traffic to provide some useful lessons. This is conducive to actively promote diversified development financing model , as external project financing to better explore new channels , thus speeding up infrastructure construction of China's foreign investment pace .
