Abstract


With the rise of modern technology-based world of new technology revolution and the industrial revolution, the intellectual property rights can effectively promote economic growth increasingly has aroused widespread concern. The answer to this question is directly related to the position and interests of developed and developing countries in the international protection of intellectual property rights related to their policy choices. On this issue, economists have conducted in-depth research, a variety of theoretical and policy recommendations. For the economic development of the relationship between the level of intellectual property protection under the TRIPS Agreement, we hope that China can learn from the experience of other countries to seek part. Therefore, we selected the United Kingdom, the United States, South Korea, Taiwan, India, these five economies with different levels of economic development, for example, intellectual property protection strategy choice. The study found that the United Kingdom was the first to introduce patent protection, this policy has greatly contributed to the development of the national economy; United States because of the huge interest demands the protection of intellectual property, advocating strong intellectual property protection; South Korea and Taiwan taken from imitation to innovation path of development, and gradually achieve industrial upgrading. The policy shift mainly due to the pressure on trading partners and its own industrial development needs; Indian discretionary protection of intellectual property in different industries, the pharmaceutical industry and the rapid development of the software industry. This shows that the strength of a State to take the protection of intellectual property rights is associated with the location of the country's stage of economic development. In this paper, empirical test of 104 countries worldwide, also confirmed this point. You can see from the above economic development experience, countries reason to change before the strategy taken by the current intellectual property protection policies are their own aspirations decision, this requirement is endogenous, coupled with the appropriate timing of external pressure before 'countries to choose the policy path we are seeing now. This also explains Terms of intellectual property protection in China with international standards, but the actual strength of protection is very different. It is because of China's industrial development in the imitation stage, the internal also did not produce the inherent demands to strengthen intellectual property protection. As the economy continues to develop, China's intellectual property protection strategy based on internal change is bound to promote as a starting point. Now, China's developed coastal areas have seen this trend, this phenomenon is verified before view. Overall, the national intellectual property protection policies are in line with their own needs as a starting point, the developed economies usually advocate the consistency of the protection of intellectual property rights, and developing economies favor the differences in the protection of intellectual property. For China, should be weighed against the pressure of the stages of development and to strengthen the protection abroad, to find the point of balance between the two, in order to better respond to the challenges of the future.
