Abstract


Food safety is the world's people are the focus of attention, the annual food safety problems caused by the severe consequences, has made it the most important public health threat facing the world. Therefore, governments around the world are the food safety supervision as an important function of government. Food safety has become a measure of quality of life, social management level and the national legal system is an important aspect. In recent years, people's survival food caused catastrophic events abound. People's livelihood, food security has become a very prominent government and social problems. It has on human health caused serious harm, and even threaten human life, but also for the country's economic development, political stability, social peace caused a great disturbance and threats. In particular, should see is that many domestic food safety incident has exposed the shortcomings of the food safety management system and its inability to change the slow progress in Europe and the United States has been tirelessly committed to reform food safety regulatory agencies tireless efforts constitute a very big contrast, resulting in the current food safety regulatory system reform and calls for more and more intense. In this context, China's food safety supervision to strengthen the theory and practice of research, establish and improve the food safety system, the implementation of effective food safety measures for improving and promoting China's food safety supervision, to reduce the incidence of food hazards, reduce the government's work pressure, and establish a good image of the government to improve the people's living standards, have an extremely important role in promoting. For now at the primary stage of the socialist market economy, and the rapid economic development, reform of China is in transition period in terms of effective and smooth handling all types of food safety issues, we must face and the need to conscientiously study and solve major problem. This paper is divided into six parts. The first part is an introduction section. First proposed papers trying to use the questions raised its significance; and relevant research literature at home and abroad to conduct a comprehensive presentation and evaluation; further ideas and frameworks for research and research methods will be briefly described. The second part describes the concept of food safety regulatory system connotation and theoretical basis for research. The third part focuses on China's food safety regulatory system to the history and Reform around the existing food safety regulatory system problems and causes. The fourth part of the study analyzed the West four kinds of food safety regulatory model and its impact on China's food safety supervision system reference value. The fifth part from the rule of law, intergovernmental relations governance, institution building, social supervision nets four aspects of food safety regulatory reform path countermeasures.
