Abstract


There are some factors of disharmony which does not favor development of the xinfang work in the current People’s xinfang system.these factors not conducive to social stability,so xinfang system should be reformed. New ways of reform, new methods, people-oriented, the concept of the rule of law which be explored by foreign public collection system and the advanced experience of domestic xinfang of work is the xinfang system fundamentally important measures to improve.This article research content mainly has the following several aspects:First,we should analysis and grasp xinfang system of people’s historical development and xinfang system over the years changes in the political function. At the same time, explain the basic concepts related to xinfang.Second, We should discover the people’s xinfang system to have various problem in practice by the gap of between the people’s xinfang system and plan, such as: imperfect mechanism for handling xinfang, Poor access to xinfang and xinfang supervision mechanism is not perfect,there are many drawbacks petition system has affected the construction of a harmonious socialist society, the petition-needed reform.Thirdly, author design where from the people’s xinfang system under harmonious society the idea of the people’s xinfang system under the harmonious society: general public to understand the rules of xinfang, specialized incoming letter analysis organization, convenience information feedback mechanism, order xinfang system, unimpeded inquiry channe, thorough inquiry reception, reasonable responsibility investigation systemAt last, this part is the key. From the starting point of building a harmonious society, on the one hand, proposed several measures to build on the system of xinfang from system of construction. On the other hand, it is recommended from the people-oriented perspective of the rule of law and harmony petition system to enhance the theoretical basis.
