Abstract


College-Graduate“Countryside Official”is a great behavior implemented for the purpose of building a new socialist countryside in China at present. In March 2008, after approval of Chinese Communist Party Central Committee, relevant departments like Organization Department of the CPC Central Committee decided to spend 5 years time on selecting about 100,000 College-Graduate to take a post in countryside from 2008, to guide more College-Graduates to go to the basic level, to make contribution and start their career, to grow up, so as to cultivate backbones of building a new socialist countryside.Based on such background, this paper makes evolution process of College-Graduate“Countryside Official”Plan as breakthrough point and makes working practice of College-Graduate“Countryside Official”in building a new socialist countryside as basis, which observes and analysis existing problems in working practice of current College-Graduate“Countryside Official”from perspectives of theory and practice. This paper also conduct further and systematic analyze on reasons of existing problems. Finally, this paper explores to improve working permanent system of College-Graduate“Countryside Official”in new countryside construction by analyzing from six aspects of recruitment, cultivation, security, motivation, supervision and shift. This paper divides into four parts in total:Part one: To research great important meaning of college-graduate taking a post in countryside. To explain great importance of college-graduate taking a post in countryside from five aspects: countryside political construction, economic construction, cultural construction, ecological construction as well as construction of state human resource strategy.Party Two: To explain development history of college-graduate taking a post in countryside. To carry out study on development history of“College-Graduate Village Official”from three stages: voluntary exploration, complete experiment and fully development.Part three: To analyze existing problems and reasons in College-Graduate taking a post in countryside. First, make efforts to explain existing problems in current“College-Graduate Village Official”working. Second, make efforts to analyze reasons thereof from perspective of subjective and objective.Part four: To propose recommendations on improving permanent working system of College-Graduate“Village Official”. This part, aiming at existing problems and reasons thereof in current working of College-Graduate“Village Official”, mainly propose recommendations on improving permanent working system of College-Graduate“Village Official”from six aspects of recruitment, cultivation, security, motivation, supervision and shift.
