Abstract


The financial management is a very important subject which must be mastered from the whole country to a single person. It contains so many transitions of currency, such as the reserve currency、currency movement、currency transfer and so on. In ancient, there were some special financial management administration who had the responsibility to make sure the country work well. Make use of the funds can ensure national supply, ensure people’s live. The financial management can not be ignored, because it has a closely relations to the school、student and parents.In recent years, as the educational system has been reformed, the number of students increases daily, the financial management has been focused on by many persons. At the same time, budget management uses the currency to show the plan of the university. We have walked into the age of the market economy, in this circumstance, the university must run the budget management. But how to make fully use of the resources in universitiy is a consideration topic. The electron information technology can satisfy our needs. So the department budget and target control system came into being. Main characteristics of budget management in colleges and universities must be primarily on the premise of is related laws, the revenue and expenditure in balance and relatively stable financial resources, be optimally configured. The financial budget works with other work nature maintenance is consistent, must humanist, association’s diligently cooperation guarantees the premise which the work completes smoothly. In addition, university’s budget management all is leads the graduation unification management the system, the management strict order, can withstand accepts the social test from all walks of life.The university budgetary estimate of the financial management system contains six sub systems: share information system、date collection system, budgetary system, index control system and the support system. This article separately budgets the management from the university the form, improvement measure obtaining, the key elaboration information management system demand, the software and hardware environment erects, the system composition and the system function and so on, how has the detailed elaboration system carried on gathering, the record, the storage to the financial data, as well as how carries on the strict management to the financial budget, enhances the university financial control the level.
