Abstract


Along with industrialization and urbanization, the rapid expansion of China's urban scale, the city's new public in large numbers and new residential areas emerged as a significant feature of this period, and the formation of a large number of new citizens as the main body to new communities. As new citizens to urban migration and more concentrated in these communities are living, so the new public community is very large population base, demographic composition is also very complicated. This coupled with the rapid development of new communities in urban public service provision and social security levels are far with this development. Therefore, these new communities will inevitably be the existence of economic, social, cultural, service and other aspects of the conflict, affecting the construction of a harmonious society and urban economic and social development. Through community education to enhance the quality of new citizens to address these potential problems become an important way, and also to promote the implementation of Fujian \This study used a literature study, empirical research and countermeasure research methods. From the paper structure, the first in the literature review on the basis of this study involved urbanization and urbanization, new citizens and new citizens community, community education and community education model to define the concepts, theories and research covers such as population flow theory, human capital theory, and building a harmonious society theory are briefly introduced. Secondly, the major developed countries in the study community education on the basis of the successful experience, come to some enlightenment: that strengthen community education philosophy, to play the role of community ownership; prominent people-oriented, clear service functions; establishment of a government investment as the mainstay of New Citizens Community Education supply mechanism; rich educational content and form of the development of different groups of people to adapt to the new demand.
