Abstract


Stealing is a kind of serious social harm behavior , which not only cause loss of power supply enterprises , state-owned assets , economic decline , and easy for citizens' personal and property threat. The author found in the work , now Shanghai 's stealing phenomenon is very serious . Reasons for this situation : First, because of public opinion and academia property protection publicity intentional or unintentional neglect , citizens , and businesses grow Sungongfeisi ideas, so stealing phenomenon to spread ; second is due to China's relevant laws and regulations are not perfect , resulting in power supply enterprises Stealing examination and evidence collection, processing and other aspects difficult. To solve these problems , it is necessary to develop specific prevention stealing laws.
