Abstract


The implementation of New Rural Construction Strategy has manifested the rural economy, political, cultural and the social development request under the new situation. With the new rural construction promoted vigorously and the farmer’s living standard raised greatly, Chinese farmers’demand for public service is increasing in both quantity and quality, even the tendency of mulitiplex demand is more strengthened day by day. To raise the level of rural public service is the most important content of New Rural Construction Strategy. However, the contradiction derived from the rapid development of the mulitiplex demand for rural public service and the shortage of its supply has become a big problem during the implementation of New Rural Construction Strategy.The numerously domestic scholars have studied thoroughly on rural public service, and generally thought difficulty in supply mechanism is the basic reason for the supply shortage. Through concluding and reviewing of predecessors’research briefs, and through analysing of the supply mechanism’s historical change, present situation and the difficult position, it is concluded in the paper that the fundamental solution to the problem is to change the single-central supply mechanism. It is proven that adopting to multi-central supply mechanism is the effective way and the inevitable choice to extricate from the present singl-central supply machine’s difficult position through taking the"Jiangyin Model" for example. Then based on our national condition and our rural public service’s felt need, propose that the key to innovate multi-central supply mechanism is to establish multiplex suppliers under the government’s dominant position, multiplex Policy-making mechanism under farmers’ demand guidance, and multiplex fund raising channels. Through this kind of system design, it is hoped for that the multi-central supply mechanism can come true. The author think only adopting the multi-central supply mechanism can realize our rural public service’s multiplex supplies and then can be able to meet the famers’multiplex need. Only in this way, can the contradiction between the rapid development of multiplex demand for rural public service and the shortage of its supply be solved, which is the important measure to address the problem facing china’s agriculture, rural areas and farmers, also is the felt need in new rural construction.
