Abstract


As an emerging industry clusters forms of production organization , demonstrated by the strong competitiveness and promote local economic development, the role of the cluster countries due to government concern about the development of industrial clusters . But industrial clusters in promoting economic development , it also brings some risks , cluster policy implementation is to avoid the risk of a cluster to better promote cluster development . Therefore, the study of a country or region cluster policy has important theoretical and practical significance. Industrial clusters rich in content, its concepts and classifications more . Clusters promote the competitive advantage of regional development , the development of industrial clusters based on public policy conducive to the sound development of the cluster . Based on the concept of cluster policies , features and types of analysis , according to the four stages of development clusters ( germination , growth, maturity and decline ) of the principal risks and Changsha machinery manufacturing cluster as an example of the development of relevant policies . Clusters can be divided according to the different nature of the traditional industry clusters and high-tech industry cluster. Traditional industrial clusters of SMEs specialized division of labor is often formed regional economy ; tech industry cluster is in the high-tech field has interconnected companies and institutions in a certain geographical area together to form a complete industrial chain , the external support system is sound organic system . On both the character and policy research cluster on the basis of fireworks Liuyang Biomedical clusters and cluster case studies propose appropriate policy recommendations. On this basis , through the City Group 's overall research cluster development for clusters existing problems : the lack of regional industrial clusters overall layout planning ; cluster incomplete industry chain ; cluster collaboration low. Propose appropriate policy recommendations : The Government should formulate laws and regulations in support of SMEs ; build regional cluster network ; shaping excellent cluster environment ; park industry guidance ; emphasis on human resource development ; modest fiscal and financial policy support.
