Abstract


With the rapid development of the information technology, information security has become today all sectors need to face important issues. Financial technology in commercial Banks brings kinds of competitive advantages and interests, but also brought the corresponding technical risk of commercial bank. According to the characteristics of technical risk of commercial bank, foreign trade has established a set of relative regular technical risk rating system.This paper,drawing on the experience, approaches and achievement of foreign countries in commercial banking technical risk management, attempts to design a China- specific commercial banking technical risk rating system, including a rating model, an index design, an index weight design and a rating approach and addresses the problems that should be considered once the rating system is applied. First reference technology risk rating system at home and abroad, the design put forward a set of commercial bank technology risk rating index, based on the IT business innovation support, IT business operation support, IT compliance, IT governance, IT support resources of commercial bank five technology risks comprehensive risk assessment. Secondly, through establishing rating model value, the index weight index risk, it is concluded that the establishment of the overall ranking results. Using qualitative analysis and quantitative analysis, through the way of the combination of the checklist and questionnaire draw preliminary results, comprehensive use of analytic hierarchy process (AHP) and DELPHI technique the results are fixed and perfect. Based on the China construction bank HENAN branch of the technical information work, according to the actual situation of China, rating model construction bank HENAN branch technology risk assessment in the ratings, integrity to the corresponding risk potential and control measures are put forward constructive Suggestions. Will rating model shall be used in practical production, and revised for the state-owned commercial bank especially provincial branch of risk rating work provide practical proof.
