Abstract


In recent years, with the development of open-up economy and the completement of socialist market economy system, the export of the small appliances products has been increasing for years, they have become the major export commodities. But the security level of these small appliances product enterprises’ lagging behind and the foreign technical barriers to trade brings a lot of difficulties to the inspection and quarantine administration.This thesis firstly analysis the difficulties brought to the inspection and quarantine administration by Chinese export of the small appliances products, corresponding production enterprises and foreign technical barriers to trade, pointing out that the risk assessment based on the export of the small electrical product inspection and quarantine administration is a more advanced theory based on the set of risk assessment, which can help the export product inspection and quarantine administration to improve work efficiency and increase exports of electromechanical products and help production enterprises to know the risks of early warning in time and avoid dynamic foreign technical barriers to trade. Then, this article analysis the risk assessment and risk of view, the establishment of the small appliances products of export and production enterprises and inspection and quarantine administration, the three major framework. Analysis and risk assessment involves risks information collection, research and the establishment of a corresponding information structure. Finally, based on the three major frameworks, the paper establishes the new inspection idea, applying the risk assessment of the small appliances export products, realizing the intelligence test and the classified management of enterprises. Basically resolve the efficiency of management, quality and safety control of the small appliances products for inspection and quarantine. This help guide the production enterprises set a good sense of self discipline and the principal responsibility and establish the information collection and risks of early warning mechanism for producing enterprises, and eventually promotes the exportation of small appliances products and management development of inspection and quarantine.
