Abstract


Nowadays, as citizens’requirements of government’s public service in the form and content rise ceaselessly, the traditional mode of home affairs has been unable to adapt to the needs of social development; emergencies and natural disasters caused by a variety of reasons also bring challenges to government agencies in public services and emergency management. Applications of mobile government based on mobile communication technology can solve the above problems effectively, which is conducive to the government to fulfill its responsibilities in providing support and services for citizens during the public service. For this reason, study on the theory and content of the mobile government, especially on the applications in government’s public service of mobile government, is conducive to improve the quality of public service effectively.In this context, this thesis first describes the basic concepts of mobile government, public service government and mobile government for government’s public service; study on the development and application at home and abroad of mobile government for public service government, such as Korea and Singapore. Their experiences provide a theoretical reference for the construction of public service government mobile government. Secondly, according to the actual status of our country, learning from foreign and domestic research of related fields, the thesis puts forward a set of index system in order to evaluate the development level of mobile government for public service government. On these bases, this thesis designs and considers the features and the architecture of the application system, and discusses the running process of it. Finally, the thesis gives suggestions of building proposals of mobile government for public service government.
