Environmental Risk Assessment is attracting growing attention, and an important section of Environmental Impact Assessment. The forecast of pollutant dispersion is an important part of Environmental Risk Assessment. In case of emergency, release of pollutant has a high speed, large quantity and complex process with spill, explosion and fire. So the model of the dispersion of emergency is different from general model.According to Technical guidelines for environmental risk assessment on projects (HJ/T169-2004) and the study of Environmental Risk Assessment research at home and abroad, the software of atmospheric environmental risk prediction is developed, with the following characteristics:⑴The paper studies the spill of pollutant and the prediction model , and fixes the model to close to the actual situation.⑵The paper studies the combined effect of instantaneous evaporation pollutant, mass evaporation pollutant and heat evaporation pollutant.⑶The meteorological data of a year which makes the computation to close to the actual situation can be inputed into the software.This paper introduces the main content of the software, and develops the software finally, will benefit for the atmospheric environmental risk assessment.
