Abstract


After the founding of New China in 1949, as the United States in ideology and political system and so there are differences, resulting in mutual isolation, confrontation over 20 years. In the meantime, the two countries have been using other than the addition of formal diplomatic contacts with the various channels of communication. But since 1972, U.S. President Richard Nixon's visit to China, a rapid development of Sino-US relations in the political, economic, trade and cultural exchanges have become increasingly frequent terms. Thus, the existing channels of communication between the two countries have been unable to meet the communication needs between the two countries must be considered in the re-establishment of a new liaison channels. In addition, since the late 1960s, the international situation has changed dramatically; Soviet Union became a huge threat to both countries.
