Abstract

Population movement is the inevitable product of social and economic development, but also break our regional differences, differences between urban and rural areas the only way problems. However, in the 20th century, 90 years after the massive influx of floating population in some developed regions, in employment, children’s education, health, social security and family planning has been of growing contradictions and problems in resolving these contradictions and problems of the first line, but in terms of policy, power, resources are not abundant grass-roots government, how to strengthen the management of floating population and services to the local economic and social development to contribute to the needs of reform and opening-up production factors in the market, the impact of high-speed flows. Therefore, we must grasp the proper and reasonable movement of people to face and solve population movements triggered by a series of contradictions in the grass-roots level, deepening the management and service initiatives, and form effective working mechanism of normal so as to ensure long-term stability of society, maintaining diverse population structure of the harmony and stability, in order to narrow our differences in the problem lay a solid foundation is to enhance the government’s ability to govern our grass-roots level an important issue.Full-text is divided into five chapters. Chapter I Introduction, overview of Local Government in the floating population of China’s integrated management and services of the status quo, through grass-roots government functions, mechanisms and means a description of the purpose and significance of topics of this article. And research methods used in this paper and the innovative points are described. Chapter II for domestic mobile population development, management and services, the first nationwide mobile brief analysis of demographic trends, followed by right exposition of "grassroots government" "floating population" "integrated management and services" such topics as areas were defined, The third is summed up in Shanghai for the integrated management of floating population and service development process. Chapter III for foreign migrant population management and service model research and grass-roots work of the government of our country at this stage to bring enlightenment. Chapter IV for the empirical analysis to Shanghai D Town, 2 G District, Local Government, for example, through management and service descriptions of the major work of extracting the grass-roots government the main problems in this area. Chapter V for the grass-roots government and management of floating population in response to integrated services research, summed up the grass-roots level in the management of and service the basic requirements put forward for the grass-roots movement of population management services for government countermeasures.In this paper, G District, Shanghai, D Town, two grass-roots government’s management of the subject and the object are analyzed, analysis of the Government in strengthening the grass-roots movement of the population of integrated services and management of the nature of content, elaborate grass-roots movement of the Government in strengthening the integrated management and services, the importance and urgency, pointing out that the crux of the grass-roots system of government, and explore the available resources under the conditions of how the grass-roots government, "offering service to promote management, financial management in the service" work ideas, strengthen all-round comprehensive services of migrant workers and management of the feasibility of proposals and responses.
