Abstract


“Culture as the soft power of our country”was put forward and stressed inthe Report to the 17th National Congress of the Communist Party of China byGeneral Secretary Hu Jintao, who emphasized that“in the present era, culturehas become a more and more important source of national cohesion andcreativity and a factor of growing significance in the competition in overallnational strength”. Hu also called on the Chinese people“to keep to theorientation of advanced socialist culture, to bring about a new upsurge insocialist cultural development, to stimulate the cultural creativity of the wholenation, and to enhance culture as part of the soft power of our country.”Thesestatements indicate that enhancing the soft power of culture has been raised to astrategic level, reflecting the increased cultural awareness of ChineseCommunist Party in the new era. In the same report, General Secretary HuJintao solemnly pointed out that“the logistics of China’s military forces shouldbe modernized in every aspect”, which was recently reiterated at the 3rd Session of 11th National People’s Congress. A strong message has been sent out that themodernization of logistics as an integral component of the modernization ofChina’s military forces has become an essential part of in constructing thesocialist theoretical system with Chinese characteristics and an importantstrategic step in building a prosperous country and powerful military forces.An army without culture is a dull-witted army, and a dull-witted armycannot defeat the enemy. It is true that culture embodies practice and moreimportantly culture guides practice. There is no doubt that culture is playing anever increasing role in uniting our people and stimulating our creativity and isbecoming a vital factor in strengthening our overall national strength. Culturewill also become an important source of military cohesion and creativity and adetermining factor in overall fighting capacity. Guidance and support fromcultural innovation will allow for the great innovation of military logisticsmodernization in an otherwise impossible way. Modernization of militarylogistics will involve the development of military logistics culture. Beingfollowers with no innovative spirit will definitely result in failure. Therefore, wemust fully recognize the significance of cultural soft power, cultural awarenessand cultural innovation in developing military logistics culture and in traininghigh quality military personnel, so as to ensure the arduous task of modernizinglogistics to be fulfilled with great vitality. Only by fostering modern militarylogistics culture, can the military forces fully carry out the historical missions ofaccelerating the revolution in military logistics with Chinese characteristics andensuring military preparedness, and ultimately achieve the goals of enhancingthe military’s capability to respond to various security threats and to accomplishdiverse military tasks.
