Abstract


Public service is a public action in which to meet the needs of social public the government, provide public services and public product. National regions special natural environment, economic environment, the political environment and cultural environment make the economic gap wider and wider comparing with the east regions. Meanwhile , under the revenue-sharing system, the local finance becomes the mouth-feeding budget,which result the fake of the responsibility of public service and management. It relates with the faultiness of the local public service. This article attempts to review the process of the local public service system construction in ethnic minority areas, and analyze the problems of The local public service system in ethnic minority areas,finally,prospect the future of the basic public service system construction.The local public service system in ethnic minority areas is a series of system in which the local governments, as the main bodies, cooperating with other social organizations and the public provide public service to satisfy people’s needs, and realize the sustainable development of the local public welfare. It is featured by location, nationality and the particularity of the cost.With the improvement of per capita GDP and urban per capita disposable income, the public demand more local public services. But the local public service system in the minority areas has a lot of problems such as tough supply, the single and inefficient supply. Moreover, the deficiency of the local government public financial system and the local government’s paralysis of fiscal autonomy, restrict the public service functions. What’s more, the unreasonable intergovernmental relation of the financial right and the decision-making right, making the burden of government’s public service heavier. It is urgent to reform the local public service system in ethnic minority areas.The local public service reform in ethnic minority areas needs to follow these principles: moderation, dynamic, being progressive, succession. It goes along the path selection: improving the local public financial system and ensure the unification of the financial right and the decision-making right; improve the public service supply system to realize the unification of efficiency and effectiveness; improving the local service evaluation mechanism and strengthen the public service evaluation management; improving the local supervision system and establishing and perfect relevant laws and regulations of public service.
