Abstract


Participation in the deliberation and administration of state affairs capacity building core the Participating capacity building . Participating in the new century and new stage is a very important and urgent to strengthen the political participation of capacity-building historic task . Participating strengthening political participation capacity building to improve participation ability is an inherent requirement of building a socialist harmonious society , uphold and improve the political party system in China , the Participating Parties to respond to the challenges of the changing situation at home and abroad , to strengthen self-construction , further improve political participation status quo , give full play to the objective needs of the participation in the deliberation and administration of state affairs .
