Abstract


With Chinese system reform of municipal public utility deepened, BOT (Build-Operate-Transfer) model has been widely used in waste incineration and generation projects all over the country. However, many of them are not well operated as expected because of erratic decision-making, insufficient practical experience of government and project companies, imperfect franchising agreement and etc.Concession period as key issue in BOT projects need to be concerned, not only for theoretical research, but also for practical application. This will affect interests among governments, project companies, publics and some other participants. Moreover, it will also influence development of waste incineration and generation project.Based on above, this dissertation carried out study on a decision method of concession period for BOT projects of waste incineration and generation.Firstly, reviewing literatures concerned concession period for BOT projects and summarizing methods for decision-making model of concession period at home and abroad.Then, with consideration of differences in practical operation cases, a multiple case study is applied to find key risks in our country’s BOT projects of waste incineration and generation. This will provide basis for defining key influencing factors of concession period in waste incineration and generation BOT projects.Furthermore, mathematical modeling method is used to analyze relationships between key influencing factors and concession period. Then, a model and procedures of decision-making for concession period in waste incineration and generation BOT project can be built.Finally, for applying the method of concession period for BOT projects of waste incineration and generation, some basic data is got from a case of waste incineration and generation BOT project in Dalian. This will provide some proposals for governments and project companies in operating BOT projects of waste incineration and generation in the future.
