Abstract


Firstly, we ask a question "how to improve attracting investments for Industrial and Business Department of Dalian tariff-free zone(IBDD)",and the IBDD is changing from regulatory functions to service department. To improve attracting investments, the IBDD need to promote the existing service quality. Based on the analysis of the macro service environment and existing services quality, we finally got to countermeasures and Suggestions for improving existing service quality:(1)Improve the service consciousness; (2)Optimize organizations structure and promote personnel quality; (3)Establish the internal marketing mechanism; (4) Improve service quality service by promoting differentiation; (5)Establish and maintain good relationship with the service object; (6) Service innovation. Macro service environment:policy and law analysis, economic situation analysis, natural geographical analysis;Existing services quality:service concept analysis, organization structure and staff analysis, service content analysis, service object analysis; Improve the service consciousness: eliminate bad thought, enhance staff service consciousness, strengthen service innovation consciousness;Optimize organizations structure and promote personnel quality:optimize organizations structure,promote personnel quality;Improve service quality service by promoting differentiation:improve service object classification, improve the service content, differential service;Establish and maintain good relationship with the service object:staring fellowship activities, organizing help poor service object activities, conducting work exchange activities;Service innovation:delayed service, special services at noon. Through these strategies and suggestions, service quality will be greatly enhanced, and thus contribute to the work of attracting investments for Dalian tariff-free zone.
