Abstract


Highway is a symbol of whole national strength and economical level as national artery. The rapid development of the highway has effectively promoted the economic development and social progress of our country to improve the whole technological level of the road network, to optimize the transport structure, and to alleviate traffic "bottlenecks". Meanwhile, the highway brought about the increasingly serious environmental problems. Highway environmental problem has become the one of important issues of the field of environmental sicence and cnstruction management research, Post-project-review of environmental impact Cost-benefit analysis for highway has become a important component of the environmental impact post-assessmentof highway. It can proofthe accuracy of forecasting result and appraisal conclusion, Analy rationality of environmental protection measure, Proposes the plan of environmental protection measure, It can take part in promoting Sustainable development between highway construction and environmental protection. Because Post-project-review of environmental impact Cost-benefit analysis for highway in china started later, the Research results is less than many other countries, Specially the lack of consensus with index system and a pratical quantification model. Therefore, It will make sense to further expore and study Post-project-review of environmental impact Cost-benefit analysis for highway. Referencing to a great many of literature, analysis of previous evaluation summary based on work experience and achievement foundation, combining with Benefit-Cost theory and Environmental Economical Calculation theory, the characteristics of highway construction projects and highway construction project management in China, to built a more systematic and comprehensive index system of Post-project-review of environmental impact Cost-benefit analysis for highway. It includes ecological environment, water and Atmosphere environment, and noisy environment according the establishment of index system of Post-project-review of environmental impact Cost-benefit analysis for highway to analy them one by one.
