Abstract


From the reform and opening up of China’s industrial structure, there have been significant adjustments in the tertiary industry output value to replace the primary industry, second only to the secondary industry. From a structural point of view of industrialization in China is already in the middle of the industrial structure is also gradually began to shift to tertiary industry, the proportion of tertiary industry in the national economy will be on the rise. The industrial structure optimization and upgrading the main line of economic restructuring. Tax is an important indicator of the national economy is also a comprehensive reflection of economic performance. Changes in industrial structure and economic growth in close contact, and similarly, industrial development is closely related with the growth of tax revenue. China’s economic development has entered a new period of structural transformation. At different stages of economic development the focus is different from leading industries are also different, so different stages of the process of economic growth, there are significant structural conversion. This structural transformation of the process itself is the process of upgrading the industrial structure. China’s industrial structure developed for the outstanding case of a fairly long period of time, the question must be faced with upgrading the industrial structure, is committed to optimizing the economic structure, promote industrial upgrading, in order to achieve effective allocation of economic resources to accelerate economic growth is China’s economic development in a long-term task. The optimization and upgrading of industrial structure can not only promote economic growth in turn led to increase tax revenues, and may play a direct role in promoting growth of tax revenue. The development experience of many developed countries confirm this. Communist Party of China 17th session of the National Conference stressed the need to play the guiding role of macro-control and use fiscal and tax policies to promote the industrial structure and economic growth. Tax policy is simple, the role of stability and many advantages, such distortion is a good means of economic adjustment. China is in the middle stage of industrialization to the later stages of industrialization in transition need strong financial support, research development and revenue growth of industrial relations to ensure the steady growth of China’s financial revenue has important meaning.
