Abstract


This article first briefly discusses the theoretical basis of the financial input in agriculture , pointed out that China 's financial support for agriculture spending in line with the scope of the \On this basis, the use of data envelopment analysis ( DEA ) , a combination of empirical analysis and quantitative analysis methods to analyze the total amount of Henan financial support for the use of agricultural funds , the growth rate , components and efficiency . On the total input , Henan Financial Funds increasing year by year , but the fluctuations in the proportion of the total financial expenditure decreased and then increased slightly . The low share of financial support for agriculture Technology Promotion expenditure . The total amount of financial support for agriculture funding and overall growth of total fiscal expenditure growth are not in harmony , the Financial Funds growth rate is far behind the growth rate of the total expenditure . Its growth rate compared with the total agricultural output value , total financial investment growth was significantly lower than the growth of agricultural output . The Financial Funds invested dispersed when occurred Financial Funds can not place in full and in a timely manner . This paper systematically describes the non-parametric estimation of the efficiency of agricultural production , Henan financial support agricultural development fund utilization , the total input , efficiency analysis on the basis of the method according to the data envelopment , according to the actual situation in Henan and the theory optimize the structure of financial support for agriculture funds , specific recommendations to improve the efficiency of fund utilization and fiscal expenditure on agriculture work underlying assumptions and key financial support for agriculture , build a new model of Henan financial Funds management .
