Abstract

After the founding of People’s Republic of China, the agricultural management system underwent all sorts of transformations, from "the agrarian revolution", "co-operative movement", "People’s commune", then later the "household responsibility system". Accordingly, each transformation has also had the enormous influence to the agricultural production development. Each correct adjustment of agricultural management systems, obviously promoted the transformation of agricultural production way, promoted the improvement of agricultural productivity, and promoted the rapid development of agriculture and rural economy.The article which unified theory and practice, inspected the household contract responsibility system, discussed some issues about the modern agriculture development from world wide-angle, such as the status and so on. Then the author thought, what the household contract responsibility system solution is the dynamic problems of development, what the modern agriculture involved is the issue of agricultural development way, namely, promoting the transformation from traditional agriculture to modern agriculture in every way. There is no contradiction between the household contract responsibility system and modern agriculture, and they can thread together.Based on insisting and improving the household contract responsibility system, displaying the market resources deployment and driving the government’s guidance function, the innovation of rural land circulation mechanism, abundant circulation, the establishment of the land system which contacts farmers legally, voluntary and paid, encouraging and guiding farmers to wander about land contractual management right in the fashion of subcontract, lease, exchange, transfer and stock cooperation, the transformation of agricultural development way, profiting from the domestic and foreign advanced managements, act according to circumstances, the large-scale management, the industrial production management, completing the household contract responsibility system and large market, strengthening agriculture, rural prosperity, rich peasants, and vigorously promoting the construction of new socialist countryside, then we will realized a moderately prosperous society.This article follows the clue from thoery to practice, from macroscopic to microcosmic, and from technology to system. Focusing on the theory and practice of the household contract responsibility system, and the theory and practice, the present developing level and problems and reasons of the morden agriculture, and the unitarity of the household contract responsibility system and morden agriculture, considering the effect of some experiments, the article analyzes and concludes the experence of the reform and development in the Chinese countryside, and exploits and studies the way of the future agricultural development, and makes a thoery research for the reform and development in the Chinese countryside.This article contain four parts except the preface.The first section illustrates the basic theory, and analyses researches related to this article.With the historical point of view, the second section comparatively recalls the exploitation of both domestic and foreign modern agriculture, and display the distinction between the small-scale peasant economy and the household contract responsibility system.The third section displays the present situation of the Chinese modern agriculture development and the problems in the development, and analyses the reasons from angle of the system, market, industrialization, social support and the political and cultural construction in the countryside.On the transverse comparison angle, the forth section presents the experience of the farming land reform of foreign countries and Chinese Taiwan area and their important enlightenments for Chinese reform of farming land.The fifth section demonstrates the possibility of Chinese farming land reform according to the experiences of Xin-yang test field of Henan comprehensive test district for agriculture reform.The last section expounds that the household contract responsibility system is the developing route of the modern agriculture with the Chinese characteristics as the fruit of the collective wisdom. And it points out there is no conflict between the household contract responsibility and modern agriculture, for the more, the household contract system shares in the unitarity with the modern agriculture. It is possible to develop the modern agriculture on the foundation of the household contract responsibility system to realize the agriculture modernization. All in all, this article expatiates the feasibility on the unitarity of the household contract responsibility system and modern agriculture with the view of theory and practice and the former researches, and solves the misgivings that the modern cannot develop in the surroundings of the household contract responsibility system, and unscrambles how to learn from the foreign advanced experience, and exploits a route for the modern agricultural development with Chinese characteristics in the theory.
