Abstract


In recent years, the total amount of R&D investment, as well as the R&D strength of Foreign Companies has been higher than Domestic Companies in China,and the efficiency of R&D is much better than domestic companies. And most of the Foreign Companies are involved in industries where Chinese Science and Technology program involved in. Many countries opened up their Science Technology programs to Foreign Companies, and they have successful experience of inviting Foreign Companies and managing Technology programs. These facts make it possible to invite Foreign Companies to participate Chinese National Science Technology program. If Foreign Companies participate in Chinese Technology program, it might be possible to improve solve bottleneck problems in many industries and make our economy and society develop better. So it is very important to study the problem of foreign company’s participating in Chinese Science–Tech program. The implementation of Science-Tech program includes many organizations, and each organization has different goals, different missions in different period of the project. So, Foreign Company’s participating in National Science &Tech program is a very complex system.This study is based on the assumption of china allows Foreign Companies to participate National Science Technology program, studied the influencing factors differently from the point of foreign company and National Technology program. Management is the main factor in foreign company’s participating in National Science and Technology program. According to problem’s character, this paper used Principal- Agent model to argue Balances constraints and Incentive Constraint which can make the project held successfully. And, this article argues the importance of bringing in Third-Part organization during the project to undertake Assessment Monitoring job, and provided Science and Technology Management Organization with suggestions and lay the foundation for coming research.
