As the continuous development of mobile communications and wireless Internet technology, mobile business growing into the new national and regional development opportunities. However, as a large social system, the operation of mobile business needs of the system interaction of many factors, such as network infrastructure, mobile devices, policies and regulations, credit system, development level, the practical application , which involve many sectors is a complex system. Therefore, the analysis and evaluation of the maturity status of mobile commerce will help us to understand the current stage of development of mobile commerce, to provide the basis and countermeasures. It has important fundamental significance for our healthy and orderly development of mobile commerce.This paper analyzes the current development of mobile commerce, reviews the research theory, and give the research framework. Then analyzed by various areas of the Capability Maturity Model quoted in the analysis the difference between mobile commerce and e-commerce application. based on the characteristics and factors, the development of mobile commerce was divided to five maturity levels, including importing, growing, maturing, mature, consolidation, etc.. Also,each maturity level were described. Chapter III built mobile commerce maturity level evaluation index system with the maturity level of mobile business features and fuzzy comprehensive evaluation is proposed based on the maturity of evaluation methods and capacity building steps. Finally, the paper pointed out that mobile e-commerce in China is in growing period currently,and the most anxious aspect to improve are the payment system and security system, followed by the theoretical research level,then,the credit systems and the level of services price.
