Abstract


Because a number of reasons, China’s housing security system has been inadequate on the study of the coverage, since its inception. This paper attempts to analyze a series of problems, which is about the housing security system’s coverage and the related calculations process. Particularly the inside coverage family’s spending power isn’t related to affordable housing costs. Making reference to the national and regional which have a complete housing security system, this paper wants to propose the specific advice about the coverage’s definition of housing security.As the current system’s operation, the coverage of housing security system was reduced by local governments for various reasons, which used a too simple and unreasonable way to definition. China’s housing coverage of security system is defined mainly based on the registered permanent residence, family size, income and property, the existing housing area and other aspects of indicators. Should migrant workers be covered into the local housing security system? Could the income lever of urban minimum living family be the same as the income lever of low-cost housing? Is the division of household net worth or not? Various unreasonable and unscientific measures lead to series of social issues, such as sandwich layer phenomenon, housing security dislocation and so on.For the housing security system ready to solving the housing problem of“two difficulties”, including housing difficulty and financial difficulty, this paper has researched housing and income, rent payment difficulties indicators, household net worth calculation model and the model of household net worth limit, found the relation of Housing consumption of urban residents in the scope of protection and housing affordability and the proposed the basis for designating the scope of housing security system. And the same time, at the last of this paper, backward information collection of modern housing security system information collection, verification of applicant information and phenomenon of difficult supervision were analyzed preliminary, and an outlook for the future research was raised.
