Abstract


Implicit pension debt in the old-age insurance system is the transition process, the government should be "old person" and "middle-age person" to honor commitments to repay before the conversion, but there are no sources of financing the present value of pension benefits the interests of the total. Today, the implicit debt problem has evolved as a constraint to the healthy operation of China’s pension system a major obstacle, the implicit pension debt concerns with our success or failure of pension system reform.This research starts from the formation of the implicit pension debt of the historical background, describes the formation of the implicit pension debt causes and characteristics. In old-age insurance system reform in our country on the basis of the actual situation, the existing model of implicit debt made a reasonable measure improvements. In the modified model based on the selected article according to the relevant actuarial assumptions, in 2009 the implicit pension debt of the scale of the system of calculation, and calculation results to the concrete and empirical analysis. Subsequently, this study measured the results of the implicit debt of the fact that the premise of public finance implicit pension debt repayment made in-depth feasibility study. Public financial responsibility in determining the implicit pension debt service obligations, based on the public revenue in order to verify whether the continued settlement of the implicit pension debt of the financial ability to pay, the article to establish models of public finances during the period 2010-2020 the income trends in the relevant calculation, and calculation results demonstrated that public finances on the implicit pension debt settlement the applicability and feasibility.Finally, based on debt size and trends in public revenue estimation results, this research through the establishment of public financial assistance old-age insurance system and restructure financial expenditure and other measures to achieve the implicit pension debt settlement. And attempts by assuming that the economic growth of three different programs to specifically discuss how public finance measures for settlement of the implicit pension debt of the operation.
