Abstract


The sustainable use of coal resources as basic resource of China’s social and economic development has an important theory meaning and practice value on China’s economic sustainable development. And this article mainly introduces sustainable utilization strategy of China’s coal resources taking use of Serafy’s weak sustainable use theory of non-renewable resources. Our work is organized as follows. First, we briefly overview the economic status of coal resources in China and analyze the unsustainability of coal resources. Second, we discuss the basic theory of sustainable use of resources. Meanwhile the demonstration of rationality of Serafy’s theory about weak sustainable use of non-renewable resources is represented in this section. Finally, based on Serafy’s theory, we proposed two strategies to sustainable use of coal resources:on one hand, the conventional strategy is that the establishment of saving and protection mechanism must be implemented to supplement the weak sustainable use of coal resources; on the other hand, the new and main strategy is the establishment of coal accounts to ensure the sustainable use of coal proceeds. The main difference of our research from the previous studies is to unscramble the sustainable use of coal resources from a new perspective by the data analysis. Therefore the unsustainability of use and the direction of sustainable use of coal resources is represented more accurately and intuitively by the value of data, thus providing policy implication to the rational and efficient use of coal resources.
