Abstract


Cooperative medical treatment system in rural households is one of the foundations of the rural social security system. Especially the New Cooperative Medical Treatment System is the important content of the new countryside construction and the important guarantee of building a well-off society in an all-round way. Hebei, as a large province of agriculture, is in the medium-sized development level. The result of the new cooperative medical treatment system in rural households not only links closely with the interests of rural households but also concerns the economic development and political stability. Therefore, the deep inquiry of the new cooperative medical treatment system in the operating mechanism and efficiency has important practical significance for optimizing the new rural cooperative medical treatment system and improving people’s lives.This paper analyzed the existence and development background for the new rural cooperative medical treatment system, and introduced whose connotation and principles. Which also deeply analyzed the history of the change and the reasons with the rural cooperative medical treatment system. By the questionnaire survey, empirical analysis and case analysis and other methods, The paper tooke more angle to analysis the operation condition of the new rural cooperative medical treatment system. Firstly expounds the new rural cooperative medical care system in hebei province the overall operation, mainly from the operation mechanism, financing mechanism as well as the compensation mechanism are summarized from three aspects, and then discussed with farmers from the perspective of farmers on the new rural cooperative medical treatment system requirements analysis and cognitive analysis, and uses the empirical analysis method to analyze the factors of affecting farmers, the satisfaction of ginseng adds up to Pearson correlation analysis concluded that can reduce health and family burden is the main factor of binary logistic regression analysis, also got health and whether we can reduce family are two of the main factors, and to establish a related model. Then expounds the new rural cooperative medical treatment system abroad, respectively, and enlightenment from free medical security pattern, social medical insurance mode, market leading commercial medical insurance mode and community medical security pattern of four aspects that. Finally puts forward Suggestions of the new rural cooperative medical system in hebei province policy Suggestions, put forward the following Eight Suggestions like:establishing the new rural cooperative medical treatment system long-term financing mechanism, improve the service level of the basic-level hospitals, enhance rural residents health consciousness etc.
