The development of university’s logistics is influencing the level of the development and educational quality of the universities. The elements that constrain university’s logistic development are numerous, but the most significant elements are the human resources allocation. University logistics turns into an independent legal person or named as relatively independent entity after its socializing reform. The construction and development of university logistic entity are becoming the main focus of university logistics. We must research the problems which is Human resource deployment of university’s logistics entity. The key subject of our study is how to optimize the human resources allocation, so as to adapt to the development requirements of university logistics.This paper expatiates on the exclusive characteristics of university logistics through analyzing the current situation of university logistics entity. At the same time, the paper brings forward pertinence study on relevant problems of human resources allocation based on its own characteristic. By the comparison of "Mixed public institutions and enterprise "and "modern enterprise " university logistics, We confirm the best running vest for the university logistics entity is establishing the modern enterprise-based logistics.The first chapter mainly discuss the research background, purpose and significance, research ideas and methods, literature review of domestic and international. The second chapter define the conception with logistics, university logistics and university logistics entity, and analysis the theories.Chapter3 mainly analysis with the university logistics role, operation mode, features and service requirement of the school. Chapter 4 studies on situation, problems and difficulties of the human resources allocation, such as the unreasonable allocation of human resources, performance evaluation system is imperfect, inadequate training and inadequate incentive mechanism and so on. Chapter 5 puts forward the necessity, principle, feasible paths and methods for the allocation of human resources, by analyzing the human resources characteristics of foreign university’s logistics. Chapter 6 mainly studies on the countermeasure and measure to human resources allocation of university logistics entity:scientifical recruitment and workforce scheduling; transition from the personnel management to human resources development; establish a scientific mechanism of human resources training and performance appraisal system; establish perfect competitive incentive mechanism of human resources.This paper studies the measures and brings forward some suggestions about the optimization of human resources allocation through analyzing the feasible way of human resources allocation. Based on the theory of public management, the fundamental principles of human resources, and relevant theory of motivation, this paper, applying literature research, practical research, and comparative study, conducts a thorough scientific analysis and research on human resources allocation.This article advocates the establishing modern enterprise system on management and operation of university logistic entities, the optimal allocation of human resources on this basis is in more innovative, relevant and practical. The author leads to educe university logistics " talent dating " problems by empirical study, and propose solving scheme to cultivate the talent, establish specific mechanisms for logistics and stable logistics the team.
