Abstract


Due to the increasing demand for higher education and the expansion of higher education institutions, colleges and vocational schools can no longer satisfy the public needs. Meanwhile, local governments have been investing heavily in local universities to train special applied talents. The effort has made local vocational colleges grow rapidly. Thus, some local colleges have been upgraded and integrated into undergraduate universities, called "newly upgraded local universities". These universities has grown in size and contributed a lot to the popularization of higher education. However, the transitional issues from junior to undergraduate education come along the way. Among these issues, the most prominent one is the organization of counselors.These new undergraduate universities are mostly ungraded or integrated from local junior college. They’ve made great efforts to meet the requirements for undergraduate universities, but the personnel management and the administration still remain unchanged. The organization of counselors is especially problematic. In terms of recruitment, counselors in these universities are often temporarily appointed, which makes the job unstable and counselors lack the sense of belonging. Besides, counselors in these universities are mostly underpaid in comparison to those in other universities. Most counselors take the job as a last resort, so they don’t have a long-term plan for the students. There is no denying that counselor has become charity work and counselors will seize every opportunity to change the job. So, there are some unstable factors in the organization of counselors, which may cause serious problems for the education and development of students in the long run.How to improve the organization of counselors in the newly ungraded undergraduate universities? First, we have to understand the main problems facing us and the reasons behind them. Then we should gradually introduce some reforms to streamline our human resource construction. Only by doing this, can we fulfill our goal of education and guarantee the mental and physical health of our students.The article contains the following four parts:the main issue facing us, the current state of organization of counselors, the developing trend of the organization of counselors, and the strategy advised to improve the current state. The article carefully examines the issue of the organization of counselors, hoping it will provide some useful references for the local undergraduate universities.
