Abstract

Promote e-government procurement reform to deepen the inevitable choice is to prevent and combat bribery in business an important means is to enhance the effectiveness of government procurement an important way.Therefore, the implementation of government procurement office automation is not only a response to create conservation-oriented society, but also to better the best way to complete tasks.The system is mainly designed a web-based business e-procurement platform to the Internet to achieve all the functions of government procurement targets, the distribution of the implementation of every level to promote, establish and perfect the first review expert database, vendor database, library, etc., and online procurement part of the process, through exploration, practice and improve the efficiency of government procurement to ensure fair and equitable procurement process. Through e-procurement platform, procurement, procurement centers, vendors can go out through the network without the need to complete part of the process is so convenient.This system is complete in JavaEE framework, using the ORACLE database as a data server, effectively improve the system’s safety and standardization, the development of a detailed procedures, processes, different databases for different categories of personnel assigned different permissions, to ensure data the security and confidentiality.
