Abstract

As the important foundation to build the harmonious society and a major event concerns the national interest and people’s livelihood, social security’s development and perfection are benefit to the whole society’s stabilization and harmony for it can play a part in bottom and in guarantee. Henan Province is a populated province of our country, though its economic strength is among the top rank of China, there is still some problems existed in Henan’s social security expenditure: Henan’s total expenditure level of social security is low; the irrational structure of the social security’s expenditure; the social security foundation’s depreciation; the social security’s budgetary planning system’s incompleteness and so on. Social security is a government’s tool of macro-control for economy, and it is a stabilizer to keep the society’s stability. The correct understanding of the relationship between social security expenditure and economic development is of great significance to our province even our country’s economic development and social stabilization. The research of Henan province’s social security expenditure enriched our province’s social security system, to some extent, perfected our province’s social security foundation management system and at the same time perfected our province’s public expenditure budgetary management system. In recent years, the extent of theory gave a great deal of concern for the problem of social security, and many experts made a lot of detailed research. But the research of social security expenditure level and economic development level just started from the past two years, and the research is relatively small, it is especially small to take some certain province as example.This paper uses the method of quantitative analysis and qualitative analysis, firstly, counted up and analyzed the situation of Henan’s present social security expenditure; secondly, put forward the problems exist in Henan’s present social security expenditure,;and then analyzed the relationship between Henan’s social security expenditure and economic development in theory through the aspects of social security, social equality, economic optimization , used the analysis of regression, come to the conclusion that Henan’s social security expenditure has different effects to the three respects of economic development; Finally, according to the problems in Henan’s present social security expenditure, put forward suggestions to perfect social security expenditure and advance Henan’s economic development: clear the government’s responsibility of social security expenditure, perfect social security expenditure, devote more energy of social security, establish social security expenditure’s transfer payment system, strengthen the management of Henan’s social security expenditure’s budgetary system, standardize the management of Henan’s social security foundation, make a good job of the foundation’s maintenance of value and appreciation, improve Henan social security’s expenditure supervision and management system, enhance social security’s supervision and management to analyze and perfect social security expenditure.
