Abstract


The urban low marginalized groups and are unable to get rid of household per capita net income is slightly higher than the the urban low population, but lower than the local minimum wage standards, guaranteeing that the crowd can not be covered by the various types of aid policy, living in relative poverty vulnerable groups in society. In this paper, a comparative study of urban low groups with minimal needs of marginalized groups, from the economic life of marginalized groups in urban low, the political and social life situation to start, given the characteristics of urban low marginal groups exist, namely: income does not stable, consumption expenditure high proportion of low employment rates, political underprivileged, social participation is not high, and the analysis based on these characteristics of urban low marginal groups. On this basis, proposed the establishment of the urgency to improve the social assistance system of the urban low marginal groups. Meanwhile, based on in-depth analysis of the social assistance system of the Chinese urban low marginalized groups proposed the existence of the social assistance system of China's urban low marginal groups, relief criteria for defining the lack of scientific, lack of funds for social assistance, social assistance system is imperfect government duties not in place. Thinking and understanding is not in place, the revenue-sharing financial system, imperfect legal system of social relief, social relief system is not perfect is the deep-seated causes of the problems causing social assistance system of the urban low marginal groups, should be established as soon as possible and improve the urban low edge groups of the social assistance system. Finally, objective analysis of the necessity and feasibility to establish and perfect the social assistance system of the urban low marginal groups: the realization of social justice, promote coordinated economic and social development, improve the livelihood security system, and building a moderately prosperous society to prevent poverty trap and support lazy \provide the political basis of the progress of various social undertakings to provide the social basis theory community continues to explore its theoretical support. In response to this situation, I should choose the path of the establishment and improvement of the social assistance system of the urban low marginal groups: first, vigorously improve the development of social assistance policy; Second, improve the \rescue mode; Third, the establishment of a stable bailout funds raising mechanism; Fourth, the development of a special relief system rescue mode sloping; Finally, to deepen social assistance management system and operation mechanism reform, actively mobilize social forces to rescue.
