Abstract


Social health insurance is government imposition of the cost of health insurance to the formation of the medical insurance fund , used to compensate for the risk When Insured relevant subject matter of the insurance when the insured event occurs and cause an emergency loss dispersion mechanism , it is an important part of the social insurance system , as well as institutional the design is the most complex and the most difficult system of cost control . Shandong Province since 1994, six years earlier than the national aging society , the development of population aging rapidly, the elderly population as the country's largest province , old age , disability , the number of empty-nesters increased year by year , the elderly population 's health overall in good condition , but the vast majority of older people are more or less suffering from various age-related diseases , the health status of the elderly population suffer from various aspects of the threat . Also, because older people have withdrawn from the area of ??work , the sharp drop in the income , not enough to take on the growing medical costs . Through analysis of the existing elderly medical insurance system in Shandong Province , to determine the province 's elderly medical security system can not meet the the elderly medical needs crux then according to the crux of the problem to find the solution to the health of the elderly and medical coverage for the elderly as the starting point , on the basis of the original design of the system , by adding the factors of great importance to the health of the elderly , an idealized model of the system of medical insurance for the elderly , improve medical security system of the elderly population .
